Allen Hughes will direct the film, which stars Crowe as the mayor of New York and Zeta-Jones as his philandering wife.
In the film, penned by Brian Tucker, a Brooklyn detective, played by Wahlberg, is hired by the mayor to identify his wife's lover, who turns up dead.
Wahlberg, Randall Emmett, Stephen Levinson and George Furla will produce "Broken City," which will begin shooting in November in New York.
Zeta-Jones won the Tony Award in 2010 for her performance in A Little Night Music. She won the Academy Award for her performance as Velma Kelly in the 2002 movie musical "Chicago." She will soon be seen in the upcoming movie adaptation of Rock of Ages.
