Billy Ray will direct the film, about the relationship between a retired judiciary employee and a judge who worked together 25 years ago.
Roberts, who recently starred in the film adaptation of The Normal Heart, has been seen on Broadway in Three Days Rain and is an Oscar winner for "Erin Brockavich."
Ejiofor was nominated for a 2014 Oscar for his performance in "12 Years a Slave," and Paltrow is an Oscar winner for "Shakespeare in Love."
Shooting is scheduled to begin in L.A. in October, and Mark Johnson will produce.
