The film, which is described as "a true-life account of a fight between the creator of Grand Theft Auto and a Miami lawyer who wanted to ban video game violence," would cast Radcliffe as Sam Houser, the president and co-founder of the video game company Rockstar Games.
Owen Harris will direct. The film, which is based on David Kushner's book "Jacked: The Outlaw Story of Grand Theft Auto," features a screenplay by James Wood.
Shooting is expected to begin April 20. Jim Spencer will produce with Mark Hedgecoe as executive producer.
Radcliffe has also been seen on Broadway in How to Succeed in Business without Really Trying and The Cripple of Inishmaan.
